Barking at other dogs

Now I know this is probably just a teenager thing that Tamino is going through at the moment, but I don't want to just let it happen and not do anything incase it turns into a habit.

Tamino has started barking at other dogs, sometimes its just the odd woof, sometimes nothing, sometimes he just makes funny growly noises in his throat, and sometimes he just lets rip. I've looked at the dogs, and he doesn't really bark at a special type. But still its annoying, and its gotten to the point where we can't sit in a cafe or anywhere else (most places in Switzerland allow dogs) without him getting up and making a fool of himself if another dog walks past. My mother is really pis**d off with him, and has threatened dire consequences if he does not improve by the time he gets back.

I know there is no quick fix, and I am prepared to try anything with him. Any suggestions on how to create a civilized dog out of my tearaway.

What I usually do is tell mine to shhhh , no, or quiet, and if that doesn't work then I gently put my hand on their mouth so they know what I'm talking about. That usually helps. Some dogs any dog will take a disliking to.

I've tried that, and for my other 2 thats all it takes. But he just gets himself all worked up and its as iff I'm not there. If I have something tasty in my hand I can get him to shut up if I get his attention and tell him to sit or down, then he is focused on me. But the problem is when I don't have something tasty in my hand.
