Bichon Shih Tzu Leg Problems

I posted two pictures of my dog and as you can see his legs are a little deformed. My vet said its the worst he's ever seen on a dog and it causes my dog to limp a little. Does anyone else have this problem with their dog and what do you do to help relieve it?

A friend of mine has a small dog (a cross breed) who had a similar problem. He had some operations on his legs and they are a lot better to the point where he now competes in agility. Why not ask for a second opinion from an orthopaedic vet?
