I seriously doubt that there is anyone who doesn't give the dog a time out, whether deliberately, or inadvertently.
For example, dog is pestering to play, 'phone rings, dog is ignored and 'phone conversation takes precedence.
It happens all the time and dogs do learn from it.
When I pick up a book (or Kindle these days), Rosie settles down and has a nap. The cue to settle down is picking up the device as she has learnt that mum doesn't want to play when she's reading
