Shouldn't information that is deemed necessary for every responsible dog owner be freely available?

A pamphlet or online resource seems more appropriate to me.

Have to agree. information leaflets should be free if people want to be responsible dog owners.

Should a professional give his/her services for free?

Are there free leaflets available for those who wish to be responsible citizens/parents etc?
