Help Needed Please

I was wondering if anyone knows or could do foster 2 cats for 18 months to 2 years someone i know is going to Germany with her husband whos in the Army she has 4 cats and can only take two with her they are mother and son and have both been neutered they are microchipped,vaccinated and frontlined. They are indoor cats and they will come with plenty of litter food ect...and the owner will pay for there up keep they get on with dogs to

I`m just wondering why they can only take two - the two pet rule is dogs, not cats, and even then is`nt usually enforced anyway, [ I was in military quarters for years with more than ten mogs and four dogs at one time ].
I know in some housing in Germany it can be a bit sticky but only in the private housing the military sometimes use, not in Quarters.
If they have been issued private housing they can argue it as they had the cats first, with no UK permission issues.
