I think it is possible, not ideal, but possible. As with all things dog, if you have a dedicated and committed owner then they will make it work.

Personally, I prefer to have a secure garden for the dogs and although they don't really use it for exercise as such, they do potter in and out all day and can use it to go to the loo if necessary.

I don't see a problem with people without a garden having dogs .
I have a large garden and 4 dogs and my dogs are seldom in the garden .
They are taken out 5 times per day . 3 times are toilet stops and 2 times are walks of at least an hour .
This is our routine and it suits us .
