The danger of Laser pens

This was on the website or our local paper.
Basically a King Charles Spaniel was hit in the eye by a laser pen (Dog was called Pepsi )

BUT the ironic part is the advert bottom right, for just the sort of pen that did the damage

Sorry not very easy to read.

I thought they were banned, there was something about airline pilots being targeted as they came into land

Poor little dog.
There was a spate of this a couple of years or more ago and I thought they had been regulated due to the danger to Pilots. Obviously not then.

Having had some of the nuisance booger boys [who used to come, illegally, during the evening] from a boarding school next to the Moshav, who used to shine a red laser light at Pereg and, when I went out, directly into my eyes - which are not good to start with, I have to admit that I spent all of $2 buying a pen laser light myself.

I have never used it and hope I never have to, but if they do turn up again and shine that laser light into my eyes [Pereg can get out of the way pdq but I can not], I will have no hesitation in shining my laser light back at them.

I have seen Larry's explanation and read Dobermonkey's comment but don't understand when and why they are used - you know it takes a while with me.....
