Some people believe they do, others think it makes not an iota of difference.

I do not have a problem with speed eating myself.

It is a great money making spinner which could be solved quicker and cheaper by

a) scattering dry food across the lawn, patio
b) stuffing kongs or feeding via buster cubes to keep them occupied so you get 2 for the price of 1 benefits
c) feeding raw frozen

etc etc

Parker eats fast but I fill his Kong up with about a third of his food so that keeps him occupied for longer. I also make sure he is fed away from Cherry and she is given a head-start.

A friend of mine puts 3 large boulders in her woofs dish and this def slows him down as he used to scoff his meals in seconds!! Cheaper than buying a slow eating bowl.

I bought one and find that it does work. The first time Flynn used it he just about took all his front teeth out as he dived in with his usual gusto and smash! his teeth hit the bowl!

I find scattering works better, or buster cubes (Kongs dont work, Kerrie just lobs em down the stairs)

There are a couple of other ways you can try:
1) cover the kibble with tepid water, helps digestion andhelps keep them hydrated. It definitely slows my crew down.
2) spread it out on a large cookie sheet.
3) use a muffin tin for his feeder and put a little bit in each section.

All using something you probably already have on hand.
