Difficult walking away from house

Hi,

My puppy often refuses to walk away from our hour despite treats and toys. He sits down and will not move an I do not like pulling too hard. Therefore, I pick him up, move him along a few paces and try again. Then when we turn to go home he is brilliant, walks by my heel and ignores any distractions. When we go to the beach, or town he is usually good.

Any suggestions would be great
