I think I'm probably too late to help the OP on this thread but to anyone else who reads this thread - local authorities have a duty under the National Assistance Act 1948 to protect property (including dogs) under certain conditions such as when a person is admitted to hospital.

I'm so sorry I missed this post at the time. That was a very, very kind offer

However, I am pleased to say that the crisis was resolved, owner is home from hospital and has been reunited with her GSP boy

This is quite right as I do just this for both dogs and cats when I am contacted by social services. Also Battersea Dogs and Cats Home take in HP's (Hospital Patients) animals when contacted by social services or the Police,but only for 3months maximum. I think that maybe some of the other animal charities sometimes do to.
