suitable toy?

Pepe loves pulling apart anything attached by velcro - he's always pulling the cushion off his bed and undoing my sandals - I think he enjoys the noise it makes.

Does anyone know if there are any velcro toys for dogs?

Make your own.

Get some Velcro tape from B & Q and make it into a cross shape secured in the middle.

This way your dog can rip away to his hears content but never take it apart.
