How thin is he? SBT

how thin is this dog? I picked him up on friday afternoon all very hush hush but he was to be pts, don't know if it was to done by a vet or a gun. I have named him Max and put him in a foster home until we feel he is ready for a new home. He is very very thin. The guy that had him was a creep and it took both myself and my husband all our strength not to punch the guy. He gave the usual excuses of dog food being expensive. Lidl sell cheap dog food maybe not the best but it's food.
sorry the photo's not great but it was very dark in the middle of a field and I only had my phone

When I see things like this (and that video Mo posted) it really makes me want to do something to change the law in Animal Ownership.

I hope Max finds a new life soon.
