High Pitch Barking

Hello everyone

Hoping I can get some insight into our 7 month old lab/border collie cross puppy. She has this energy that makes her really chaotic at times. For example her barking during walks tends to freak out other dogs and people because of the pitch in her bark. Please see video below(
) It happens randomly where she will just bark during the walk and we try to have her wait and stop barking before proceeding with the walk. That doesn't go too well as she will bark like this for minutes straight.

As soon as she sees another dog her bark gets a little bit deeper and more aggressive and we try to change the direction we are walking in, to avoid confrontation with the other dog.

We had a in house training for basic puppy training, and then went to a group (5 dogs) training and neither did anything to direct us properly. The group class trainer even had us secluded in another room as she taught the 4 and then taught us 1 on 1 because of this behavior . They ended up recommending pills/collar to calm her down...(totally against it)

Any tips or ideas of how we should proceed would be greatly appreciated. Maybe we are just not understanding something simple she wants from us.
