Help with the hand sign

Okay how do ''fill in a form on a web site when all that happens is a little hand sign appears and won't let me type'

What form are you trying to fill in is it PDF or some other useually these things appear when it's doing something.

no problem there on the top left it says safe to disk save it then you can edit it you can`t edit otherwise unless you have a pdf editor
