How can I stop my dogs from running away

Help!
I have two crafty canins and they are constantly finding ways to escape. The electric fence was useless, I've even constructed a high chain link fence, but the bigger dog can still easily jump over and then believe it or not HOLD DOWN the wire for the smaller dog to jump after her?! I don't want my garden to look like a prison but I have to do something before the dog-catcher gets them!

Please any ideas welcome

Are you sure you live in London?
Only I`ve never seen a house in London that had enough land round it to possibly use an electric fence. And we don`t have dog catchers?
And if a dog did get out in London, it might be some time (if ever) before you got them back.
So assuming you`re in some part of London I`ve never been to....
You erect a wooden fence, 6` panels, with an angled overhang (the angle must point inwards).

Put up a 6/7 ft wooden fence with an overhang.

Of course eletric fences are useless, if a dog wants to go they will go, if they are desperate and have a high andreline because they've become excited and aroused it can take a lotta pain to snap them out of their mindset and to feel it, but they wont want to come back, as then they feel it, I would suggest a high solid fence, as high as you can go, at least six foot, and then wire fencing at a angle coming off the top, so the dogs can't get over it easily, as they would have to jump up, but somehow come back on themselves to get over the wire. But Im surprised your using eletric fences in London.

Sorry my mistake on the location, still consider myself a Londoner even though I've relocated...will fix it to save confusion. I really appreciate all the comments it really helps to know i'm not the only one struggling to contain my beasts
