I have been giving them garlic fairly regularly, but it's impossible to tell whether it's this that's keeping them flea free. My gut feeling is that they're just not catching fleas because there are none about. And to be fair this is probably because most people are using flea prevention treatment on their dogs!

Doubt the statement to be honest — but have very little confidence in OTC flea preventatives because people use them as described. That is a recipe for resistance. But if they are doing more testing it should be publicly available.
In addition how can you prove a negative — no sign of fleas means you didn't see them not definitive evidence there are no fleas.
