This is not uncommon in Border Collies. Also, they remember anything that has frightened them and continue to "run" from it for years afterwards. Not a lot of people know that, and the BC continues to be seen as an ideal family dog, as, of course, a BC can be, if treated properly.
One of the problems with desensitizing a scared BC is actually getting it to go close enough to the feared object for it to see that the object is harmless, and forcing it merely reinforces the fear. Despite many attempts to turn him round, my Snorri is still scared of sheep - not a great advert for a sheepdog breed!
Round here, most rehomed BCs that are available as pets are, in fact, failed morking dogs with a sheep problem!
I'd LOVE to give this one a home, but, unfortunately, space precludes, and it would be a long, unkind journey for it, involving, as it does, a ferry trip where dogs have to be shut up
