I agree issues are things the dog does, or will not do, that put other people in danger and limit the dog's enjoyment of life and to an extent they restrict the owner's enjoyment of life.

We had a great dog with a lovely nature which we had acquired as a young adult entirely by accident. She came with with fear aggression issues towards dogs (except for one breed) and strange adults. She also came with a habit of jumping over the garden wall to go off on her own which was a serious safety issue because we lived in a city full of traffic, people and dogs.

Her inability to cope in a non-confrontational way with situations restricted her life. As I said though she was a great dog, she had a nice nature, she learned how to cope with most things in life bit by bit and went everywhere with us which she enjoyed.
