Because leather collars stretch, especially if the dog is tethered all the time and fabric ones can harbour parasites, smell and fray etc.

I am not RECOMMENDING a dog being tied up, nor am I RECOMMENDING the use of a check chain (dead link or not) I am merely stating FACTS.

look if its a choke chain or not on a dead link or not, the dog shouldn't be tied up all the time in any case whether its illegal or not. jeez

Thats why she keeps the door locked. I would take this dog if she would let me though i think the best thing for him would to be pts. Apparently she has proof that the dog is used for security work but i know he is not thats whats so fustrating because i have no proof. I cant proove that they are being mis treated because in their eyes there not.

I have a pic of the GSD he used to be kept tied in the living room but because of the children they moved him upstairs. Heres the pic:
