Thats really strange behaviour - shame you couldn't have taken a sneaky picture of the people on a mobile phone (if you've got one).
Thinking about what I say/ask when I meet a new dog on the park or wherever:
I'm rubbish with breeds so I might ask what breed they are.
I (don't know why!) will usually ask how old the dog is.
If it furry & I can't see its nether regions
I'll ask if male or female!
It doesn't really cross my mind to ask its name & certainly not where they live.
I have commented on a collar & tag before - just because I liked it.
Def call the Police & let the dog warden know too.
I think you had a lucky escape to be honest.
