I get the impression Siberians are a more "placid" type so I agree your Birds would be safer.
Ragdolls are very "pet" like, my sister had one called Billy he was adorable and totally useless as a cat, all the Birds were safe!
Oooh, God yes, Holly wouldn't have risked breaking a nail or messing up her perfectly groomed coat by attacking birds
The only time she ever did attack anything is when her kittens were outside playing in the garden, they were about 6-7 weeks so fairly small still and a great big black crow thing came too close for her liking and she just leapt on it!! Actually ended up going several foot into the air with it when it took off 
She was a VERY good mum, but more interested in being petted
