I believe that like any tool, choke chains have a time and a place. I personally prefer a prong collar but there's no reason why a choke shouldn't be used if it works for the handler and the dog.
People can bring up force free "alternatives" all they want, but I believe head halters are just as aversive as a prong or a choke chain (they all work to reduce an undesireable behaviour by causing discomfort), and front clip harnesses can negatively impact a dog's gait if used excessively. I am not comfortable putting either of those on my dog.
