In my area that dog would most likely be considered a nuisance...the type of bite (breaking skin or not) would only come into play if the authorities were called...the number of complaints would be what set that dog apart from others.

I was bit by a German Sheppard (possibly a mix, not sure) when I was younger. Was riding my bike and he came running out. I got off my bike, stood on the other side of it, like I was taught, and he jumped over the bike and bit my leg. Swelled up like a golfball and hurt like crazy.

I've also been bit by a tiny little white thing...maybe a Bichon...when I was teaching obedience class. Bent down to let it sniff my hand and WHAM! Didn't hurt much but as I had done nothing to provoke it, they had to remain seperated from the rest of the class.
