It's like they think they're doing something noble by keeping them! The poor dogs, people like that should not be allowed pets 
Good on you for trying to do something for the dogs, at least they have someone looking out for them!

That is utter madness and if that is the case then I honestly pray for his sake that his life is short, my heart is breaking for him
