Try a large greyhound collar. Very broad and supportive, might be tricky to fit to a gsd though.

The idea of the greyhound collar is the large surface area means it won't move around so much. This seems to be the cause of the neck problems as his other collar moved around alot while he was stressing.

A greyhounds collar is wide as because they have a long neck a normal collar can damage their necks so any pressure put on the collar by either the dog or the owner pulling on the lead is spread over a larger area.

My Owen wears a martingale collar made from kangaroo leather. It is very very soft leather but is also very strong. A woman in Australia made it for him as a present. He has worn it for years just for walking and when its had a good clean its as good as new.

The most delicate collar is one that you dont put much force through it.
The most delicate collar is a pinch collar.
A pinch collar is not a substitute for training.
The dog should be taught not to pull or walk infront of you.
Once that is learned by the owner and then the dog a pinch collar will keep an animal checked without pain or discomfort.
If YOU do this correctly, you will sometimes have to look down to see if your dog is still there as he will be walking by sensing your presence and not by being dgargged this way and that way.
Dont beleive nonsense about them being cruel its only daft illinformed dog abusers that thgink they love their dogs and then mistreat them through theri ignorance and lack of care.
Having said that, pinch collars should only be used if you know what you are doing with them. THIS INCLUDES so called dog trainers that are illinformed and too arrogant to think.
To recap.
Get trained
Buy dog
Train dog.
You may even have a need for lead at that stage.
