At 11 weeks I would think it is just over excitement and pups do breath very quickly much quicker than an adult dog.

If he has calmed down now I would not worry but try to get him to rest during the day continually being on the go is not what a pup should be doing.

Yep, pups should play some and then sleep some and should not be over excited, particulaly ESS

All pups need rest and lots of it, not something they admit to readily admittedly but while they're sleeping they are growing and developing.
Also in my experience the very best thing you can teach a young dog is that it's good to be calm and quiet. not all the time but it's really worth putting the effort in.
