Ripped claw

I have a 7year old male Goldie. We have had him since he was 3months. He has always had problems with his claws as they grow crooked, so on the vets advice he stays on his lead. This morning he ripped another one.They either split to the nail bed or are left hanging out.No one will insure him because of this so the bill is usually about £200. This is more or less now becoming a monthly thing.We take him every 6 weeks to the vet to have his nails clipped but he still manages to catch them Help I don't know what to do.

Already thought of that. Vet said Oliver wouldn't be able to grip the ground and could make matters worse.It's a nightmare.But thanks .
