Ever wondered why your dustbins arn't collected

We have 3 bins. One recycle, 1 black bin and a mini food bin.
A month ago we had a sticker posted on the black bin saying 'no food waste'. Some people (including us) got lazy. So back to paying a fortune for recyclable food bags that fall apart if you so much as look at them. Guess what? For the last 2 weeks the bin hasn't been emptied despite it being left in the correct place in full view. Until it's emptied I'm using the black bin again.
