It must be a slow news day today as I read this today - (I think it's been trotted out a few times so hardly news) whilst in essence I couldn't disagree with anything being said two things occurred to me:

Firstly they say "Authorities in England and Wales will be able to demand owners be trained....." Where I live the most popular training school still uses the theory of hierarchy, choke chains and aversive methods - not proved to be very successful with dangerous/aggressive dogs in fact the very opposite of successful.
Secondly and more personally to me - if there is an outside chance my dog will come into contact with another dog he is kept on a short lead, if we're somewhere remote he is allowed offlead and wears his muzzle. I have complete control of him - but am constantly falling out with other owners who allow their off-lead dogs to come charging up to mine and shove their face in my my dog's face. Their ability to recall their dog is non-existent. Now if my dog turned on one of those dogs - would I be liable. I suspect not.
